Committee Overview

Before the invention of fragile alliances and diplomatic pleasantries, the Hellenic world was governed by the weight of the hoplite shield and the uncompromising severity of Lycurgan law.

Today, the Peloponnesian League stands at dangerous crossroads. The once unquestionable Lacedaemonian authority has been threatened by the naval power looming in the Attica.

Yet, true defenders of the Hellas realise that power lies not in a single material victory but in rigorous discipline passed down from generation to generation.

To starve Athens of its grain and tribute, this council must wed its terrestrial supremacy with the desperate fury of rebellious islanders, navigating a labyrinth of foreign coin and shifting loyalties without losing the Spartan soul.

In these treacherous times, the best delegate in this committee will not be the one who just wins the most battles, but rather the one whose words and actions will decide the war - by balancing internal politics and foreign alliances.

Update 1
A helot found a clay tablet near the Laconian coast soon after one such strange gathering. It proclaimed:
When the sons of Heracles abandon the dust of Lacedaemon, a Spartan shall come not from the royal house, but kings shall fear his name. He shall draw silver from the east, ships from the forests and allegiance from every shore. The sea shall be his kingdom, the trident his seal. No crown rests upon his brow, yet he shall rule where king merely reign.

Update 2
Several helots, merchants and sailors claim that they have noticed strange, nighttime gatherings near Gytheio and along the Laconian coast. The gatherings involve offerings to Poseidon, ceremonial seawater anointing, oaths sworn to the 'Lord of the Deep' and prayers for a new Spartan destiny founded upon mastery of the sea.

We have received information from the delegate of Lysander about the establishment of The Grapians, an organization founded and supervised by Lysander to advance Spartan maritime interests. The organization will support naval construction, provide skilled maritime personnel, and strengthen intelligence gathering through commercial networks. Operating under authorized oversight, The Grapians will enhance naval readiness, operational effectiveness, and strategic awareness while continuing to recruit qualified members in service of Sparta and its growing naval ambitions.

Update to the Executive Board:
Reports from Gytheio and the Laconian coast indicate that The Grapians have evolved beyond their original mandate. What began as a maritime support organization under Lysander's supervision has developed into a fervent cult devoted to Poseidon. Nightly ceremonies have grown in scale, drawing sailors, merchants, helots, and even citizens into rites of seawater anointing, sacrificial offerings, and oaths sworn to the "Lord of the Deep."
Members proclaim that Sparta's destiny lies not upon the land but upon the seas. Their fleets now sail under sacred banners bearing Poseidon's trident, and adherents speak openly of carrying his will across the Aegean. Merchant vessels affiliated with the cult have established influence throughout distant ports, spreading their doctrine alongside trade.
The Grapians increasingly describe the sea as both their temple and battlefield, advocating Spartan dominance over all maritime routes. Their leaders preach that the oceans belong to Poseidon alone and that those who oppose Sparta's naval ascendance stand against divine will itself. Concerns are mounting that the organization's growing fanaticism may soon rival its strategic value.

The Unseen no longer reigns in the shadows of Olympus. The influence of the underworld, fuelled by the sacrifice of war, has at last breached the surface.
The Unseen’s disciples worship their god, whom they call the Divine - identified as the ruler of the Underworld, Hades himself. They don the black robes, calling themselves the Daemon, and their numbers grow in haste. The demagogue Athenian leads them all - Ngolo Kante, Harry Maguire, Hulk Hogan, Carvajal and the most charismatic of them all, Hugh Janus. From the ports of Samos to the fields of Naxos, and from the straits of Byzantium to the hills of Laconia, their black influence rises. Strange omens plague Laconia as the enslaved rise against their masters. Large congregations of Messenians, also robed in black, have been reported, and mysterious figures stalk Lacedaemonian garrisons in stealth. They gather in caves, forests and places unseen yet their presence is felt. The Laconian farmland burns as black fumes blanket the sky. Crops and grains vanish into thin air, yet the enslaved seem to grow and flourish.
One of the Daemons, who was caught by in the Attica, was interrogated by some commoners. Before the commoners could solicit any answers to the questions asked, the man, who was robed in black, made the following statement.
"THOSE WHO SPEAK BLACK TONGUE SHALL RAISE BELOW."
Following this, the man bit off his tongue, killing himself.

Simultaneously, it also seems, a power rises in the Laconian coast. The mysterious group of Grapians, seem to have started worshipping the god Poseidon. They fervently worship the God Poseidon and they anoint their gods with seawater.
Sails have been noticed near Laconia bearing the banner of Poseidon, and a shepherd near the coast reported large vessels, larger than the average trireme, sailing around the coast. The Grapians, under their leader Lysander, appear to be close to rebuilding their naval might. The Grapians call for the fall of the Athenian Empire, claiming that the Athenians have failed to appease Poseidon, as they succumb to the dark influence.
Another witness, claims that he had witnessed intricate ceremonies and fanatic sacrifices along the coast.

Following news of Lysander’s cult of Graphians, the college of Ephors was forced to conduct an examination of the legality and justification of Lysander’s actions.
The independence of the the cult led the Ephors to believe that Lysander autonomous action and the ‘alleged construction of a fleet’ was a threat to the Lacedaemonian chain of command.
Upon consulting the Oracle of Delphi, the Ephors were advised to immediately issue a scytale calling for Lysander’s removal from command and they acted in accordance with the Oracle of Delphi.

Delegates, while you were busy fighting among themselves, four individuals have come to negotiate. Through King Aggis II negotiations, the Persians have come to this Ad Hoc Joint Crisis Committee on theLacadaemonians and their Allies.

Merchant circles in the eastern Aegean report increasing diplomatic contact between influential Athenian figures and representatives of the Persian court.
Several intercepted communications suggest that discussions have extended beyond mere neutrality and may involve significant political or military concessions in exchange for Persian support. While the exact terms remain unknown, the reports indicate that longstanding understandings between Persia and Lacedaemon may be under strain.
Athens has been successfull in seeking external backing to alter the balance of power in the war. Further investigation is ongoing.

Whispers spreading through the royal quarters of Lacedaemon have taken a more dangerous turn. Several attendants and minor officials attached to the Eurypontid household now claim that the persistent rumours questioning the legitimacy of Queen Timaea's child did not arise by chance, but were quietly encouraged by agents loyal to King Pausanias. According to these accounts, the rumours were intended to weaken Timaea's growing political influence and frustrate recent attempts to alter the laws of regency in her favour.
Supporters of the Queen have reacted with outrage, accusing elements within Pausanias' circle of using slander to achieve what they could not through law. Meanwhile, supporters of the Agiad king deny any organized campaign, insisting that questions surrounding the succession are matters of public concern. The dispute has deepened divisions within the Spartan court, with some now fearing that the struggle over the future of the Eurypontid throne may soon become as bitter as the war against Athens itself.

Following extensive deliberation between the royal and Ephoral offices, Sparta has formally abandoned any expectation of matching Athens at sea through conventional means. King Agis II has ordered the concentration of ten thousand additional hoplites and allied contingents at the permanent fortress of Decelea, transforming it from a forward garrison into the principal centre of Spartan operations in Attica. Merchant caravans have been placed under military supervision and integrated into the army's logistical network, ensuring a steady flow of provisions while establishing a system of registration and inspection intended to prevent Daemon infiltration.

A clay tablet of unknown origin has been discovered near the harbor at Gytheion. Its contents have spread quickly through Laconia.

The inscription reads:

"The king who looked east and broke bread with Persia shall guide Sparta through the storm. While others cling to old ways, he understands that mastery of the sea shall bring mastery of Greece. Let those who doubt watch the waves."

Shortly after the tablet's discovery, a gathering formed along the coast. Witnesses report several followers wading into deep water to demonstrate their faith in the message, with one distinguished gentleman reportedly diving from a rocky outcrop before re-emerging unharmed to the cheers of the crowd.

Recent investigations suggest that the Grapians have evolved far beyond a simple maritime fraternity. Networks of merchants, sailors, dockworkers, and helots devoted to Poseidon have reportedly established private supply lines and channels of communication across the Peloponnese and the Aegean, operating largely outside direct Spartan oversight.
Rumours from Gytheio speak of secret shipyards constructing unusually large warships through private funding, while growing numbers of Messenian helots are said to be pledging their loyalty to the movement. These developments have prompted concern within both the royal household and the Gerousia, where some now quietly question whether the Grapians still serve Sparta—or whether they have begun to build a power of their own.

During the expansion of the Krypteia's intelligence network around Decelea and Attica, agents operating under the recently established courier-monitoring protocols intercepted an unsigned piece of private correspondence believed to have been intended for the Daemon. Though lacking any official seal, the letter repeatedly praises the discipline and resolve of the cult, expresses a desire to understand its purpose, and allegedly contains the unsettling declaration, "I do not believe you are my enemy." The message further invites a private meeting with the movement's leadership, free from the knowledge of the Ephors or the Spartan state. (along with this, 2 people talking to each other are found
The discovery has sent quiet shockwaves through the Spartan hierarchy, with many now questioning whether a prominent member of the Lacedaemonian leadership has attempted to establish unauthorized contact with the very force accused of setting Laconia ablaze.

The Five Ephors, acting in concert with influential members of the Gerousia, have increasingly taken direct control over the affairs of the state, overseeing inspections, intelligence operations, internal security, agricultural protection, public order, and the detention of suspected Daemon sympathizers through their own administrative network. These measures are being implemented with little consultation with, or visible involvement from, the royal household. Though the Ephorate speaks with five voices, many within the administration have begun to remark that its decisions often seem to originate from a single, unseen hand.
Among the Polemarchs and the Spartan elite, growing concern has given way to open speculation that the emergency is being used to establish a parallel apparatus of government. Many now whisper that, while the kings command Sparta's armies abroad, the Ephorate has begun to govern Sparta itself—and that somewhere behind its walls stands a figure who seeks not merely to advise the state, but to quietly direct it.

Out of the blue, 5000 ships have been seen in the Aegean Sea. It seems that they have intentions to make peace. The ships appear to be much larger than the average trireme, and it seems that they have hostile intentions against both the Athenian Empire and the Lacedaemonians and their Allies.

Delegates, it is the 25th of Thargelion, Year of the Archon Glacippus the Ad Hoc session of the Lacedaemonians and their Allies received an envoy from a so called ‘Zhou dynasty’. The envoy claims that his masters have unified the Warring States and have launched a plan of conquest to conquer the West.
The envoy said - ‘We control the East, your land shall be soon ours. We have a naval fleet with ships more than your cities have soldiers. For the past five years, the Zhou dynasty has been unifying our land. We have been constructing ships using timber from the heavily forested mountains of the Yangtze River Valley. Our ships made from Nanmu and Cun are far superior to your ordinary ships. We have nearly 500,000 men capable of razing your cities to the ground. Our soldiers we were conscripted from the kingdoms of Qin, Chu, Wei, Yan, Qi and Zhao which we have already subjugated, soon we shall enslave your population as well. We will not receive any envoys of peace and neither do we care.’

The Hellenic powers have neither been able to determine where these ships came from and how they claim to have 500,000 men.

Delegates, it seems that the Hellenic conflict has become the War over the Oikoumene, as even the Oikouemen itself has expanded to encompass the Zhou dynasty of the Land of the Warring States.
The War between the Lacedemonians and the Athenians has been dwarfed by a cataclysm of unforeseen magnitude that has destroyed our definition of ‘hegemony’.

The 5000 ships, larger than triremes, which had been spotted in the horizon of the Aegean Sea have finally touched the shores of the Hellas. The original fleet split into two halves, which went in two opposite directions.
One half, consisting of 2500 ships and a presumed 250,000 men, has landed at the Argive coast. They have taken over the Poleis of Argos as they were welcomed by the traitor Alciphron. They have fortified the Poleis with unusual garrisons and the forces of the Zhou dynasty has been rallied and has been seen moving towards Laconia.

The other half consisting also of 2500 ships and a presumed 250,000 men landed at Thessaly, and they immediately destroyed and routed the Thessalian cavalry and forces that were sent to counter them. They have been seen marching southwards in a with Athens lying in their line of march.

The joint crisis committees of the Athenian Empire, and the Lacedaemonians and their Allies must put aside their differences and work together, if they hope to survive annihilation.

When we, the Chairpersons of the Lacedemonian Alliance, started with the groundwork for this committee, what kept motivating us was a sense of Wonder. A sense of wonder that kept us asking, "What If?". What If we could challenge what had been systemically accepted and in trend, and twist and turn that around? What If we could dare to dream,and What If destiny was our own to carve?

There were several reasons for us, two fanboys of strategy, choosing the Spartan faction of the Joint Crisis Committee. Ranging from the practical heroism of the Spartans on the Battlefield, to the unshakeable Spartan Spirit and zeal off the field that,even in life, would inspire us to charge Headfirst into the fray of the day, the more we read about these Ancient Greek warriors,the more we learnt of their Boldness, Bravery and Brilliance.

Finding ourselves increasingly caught up with the pressure of class 12, and a host of school events, it was clear that organising X-MUN would not be easy-but, remembering the Lacedemonian Alliance, their decisive victories,and their rise to power, we were certain that we would do our very best to conceive a committee that would make its mark on the circuit. Not only because of what it deals with, but because, we trust that such a display of planned and well-reasoned diplomatic prowess would go on to teach us, and indeed all those who would be engaged in JCC-2 of X-MUN 2026-that would span three Days immortalised in the most dynamic,heated and passionate of Committees.
